These streets are world-famous and drive tourism to their cities. Why can't lower downtown Phoenix duplicate these models? Prior to and during the 1950s, downtown was the bustling center of Phoenix. It had shopping, entertainment, government and jobs. Population was at 100,000. During the post 1950s era, several forces caused the deterioration of the lower downtown core.
